I would really advise you to bring a Vaporeon. Teach it surf and ice beam, and you will be able to take out Flint and some of Cyntia's stronger Pokemons.

Chimchar; as a fire/fighting type fully evolved, it is strong against a large portion of Pokemon, including quite a few in the Elite 4. It is also strong against Empoleon, which your rival will have.

Where is a good place to train for the Elite 4 in Pokemon Platinum?

Route 227 and Stark Mountain are good places to train in Platinum. They both have Pokémon in the 50’s (the highest in the game) which is around the levels of the Elite 4.
